Since 2018, the Russian private military company known as the Wagner Group, has maintained a presence in Libya, acting as deniable support to Russia’s allies in the country. During the 2019 Offensive against the internationally recognized government in Tripoli, these Russian mercenaries provided training and fire support for Khalifa Haftar’s troops, leaving in their wake illegal boobytraps and landmines when they ultimately retreated. Despite stalled offensives, these forces remain in the country and pose a grave concern to Libya’s national security, routinely flouting international rules of war and undermining efforts to build a stable, democratic government. The Democracy and Human Rights Foundation will be hosting a discussion to address these key challenges posed by the Wagner Group’s presence in Libya and the troubling expansion of Russian forces in the country.
